ACTUAL BEHAVIOR

User is able to move activities to his unscheduled pool using the nearby feature even with this option disable for the user type.

EXPECTED BEHAVIOR

User should not be able to move activities to his unscheduled pool using the nearby feature when this option is disable for the user type.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. remove the privilege to move activities to unscheduled pool under user type configuration
2. provide privileges for users to search for unscheduled activities under the nearby screen
3. select and activity under the nearby screen and moves it to the unscheduled pool

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users can execute an operation which they don't have privileges to.
