Data Guard creation in DB System failed with DCS-12514:Failed to duplicate database using RMAN (Doc ID 3056343.1)

Symptoms

Customer was trying to provision Data Guard in VM DB System which was failing with below errors :

             Error Code:  DCS-12514
                  Cause:  Unable to duplicate database using RMAN Active duplicate.
                 Action:  Refer to DCS agent log for more information.
                 
RMAN duplicate log from standby shows instance was not getting started with ORA-00823 error :
