Symptoms
ACTUAL BEHAVIOR

Users are not receiving password reset emails.
EXPECTED BEHAVIOR

Expect to receive password reset emails.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Attempt to log into OPC.
- Request password reset. Email will never be sent to user.
