ACTUAL BEHAVIOR
--------------------

User noticed that ship-to party and ship-to site values entered at the header level are lost.

Every time user creates a subscription contract, the ship-to party or ship-to site values are lost and at the time of saving an error message to enter them again is received. These are required fields and users are entering without fail at the time of subscription header creation. But when they save the transaction for the first time, the values are lost and systems complains on the missing required fields.

Ship-to Site Error: A value is required. You must enter a value.

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new Subscription
2. Enter value for Ship-to Party and Ship-to Site
3. Observe that values are lost when saving page and information needs to be re-entered.
