Symptoms

Receiving the below error while creating withholding tax.:

Enter effective periods for this combination of collecting tax authority, business unit, and collecting tax authority site that don't overlap. (ZX-885737)


The issue can be reproduced at will with the following steps:

1. My Enterprise -> Setup and Maintenance -> Manage Tax Jurisdictions
2. Click on the Withholding radial button
3. Click on the plus to create a new record
