Symptoms
When attempting to submit the Blanket Purchase Agreement (BPA) change order
ERROR

Ruleset did not return any results. Reconfigure the conditions in the rule set TermsApprovalHierarchyRules for the task DocumentApproval so that approvers are found. Model the ruleset so that it returns a list builder specification
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. BPA chnage order
2. Manage approval or submit
3. Getting error Ruleset did not return any results. Reconfigure the conditions in the rule set TermsApprovalHierarchyRules for the task DocumentApproval so that approvers are found. Model the ruleset so that it returns a list builder specification
