Goal

When the feature 'Enforce Requester-Provided Description for Requisitions' opt-in feature is disabled, the line description doesn't gets copied to the requisition header description in 'Enter Requisition Line' flow without item. The description shows blank, upon editing, requester can see the header field blank and editable.

Why doesn't the description gets copied in Header in RSSP similar to Classic UI?
