Collector Cannot Cancel Or Complete Strategy Tasks For Some Strategies (Doc ID 3057902.1)

Symptoms

Collectors are not able to cancel or complete certain strategy tasks.  Newly created tasks work correctly, but some older tasks cannot be updated.

Steps to Reproduce:


Navigation
: Collections > Collections Dashboard

  1. Select an open strategy task and click on Complete.  Nothing happens in the application from this action and the task remains open.
