Problem Description:

Recruiter is facing below error while performing the Move to HR action for a candidate job application.

You can't merge candidate <Candidate_Name> because this candidate has active work relationships. (IRC-1590860)

N > 1. My Client Groups - Hiring - Requisition

2. Open the Candidate Job Application

3. Click on Actions - Move to HR

There is no active record for this employee but still getting this issue.
