RPAS Cloud: POM Job Was Rerun However New OAT Task Is Not Created (Doc ID 3058370.1)

Goal

There was an issue with RPAS_TODAY not being set in the POM Active Parameter screen. In OAT, there was one job that showed Task type of "Batch Exec Task submitted by POM" as status of Cancelled with a Started and Completed date/timestamp.

When the RPAS_TODAY was properly set in POM Active Parameter screen, and job enabled and rerun, the OAT Administration Dashboard no longer showed the cancelled job, instead it just showed the In Progress job with the same RPAS_TODAY setting. Why did it not start a new task?
