Price Events Not Published When Items Are Not Ranged In MFCS (Doc ID 3059349.1)

Symptoms

On : 24.0 version, Pricing - Price Changes


When items are not ranged to locations and then are placed on zone level price changes, you observe the price change is not returned by the ReST service
  

The issue can be reproduced at will with the following steps:
1. Ensure that both v1/item/price & v2/item/price are enabled in MERCHAPI_CONFIG table
2. create an item in MFCS and DO NOT range to location
3. create price change at zone level & check the price change tables to validate the existence
    check tables:
       rpm_price_change
       rpm_price_chg_payload
       rpm_price_event_payload
       rpm_icl_price_event_payload
       RPM_PC_JSON_CACHE
4. Run the RPM_PRICE_CHANGE_CACHE_ADHOC_JOB through POM
5. check tables again
6. call ReST service
