ACTUAL BEHAVIOR
---------------
During Initial Data Seeding from MFCS, SIOCS does not populate the Stock on Hand in STORE_ITEM_STOCK table when SOH is negative in MFCS.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load historical SOH data into MFCS
2. Initial Initial Data Seeding into SIOCS
3. V_RMS_SIM_STORE_ITEM_SOH contains 3432 records with STOCK_ON_HAND < 0.
4. STORE_ITEM_STOCK table contains SOH = 0.
