Symptoms

Data Loading Template Configurations change after environment upgrade.

Steps to reproduce:
-------------------
1. Create a custom cost change template.
2. Mark calculation_basis, purchase_type, purchase_rate as not mandatory.
3. Ensure consign_consession_ind is set to Y in SYSTEM_OPTIONS.
4. Run template_config.ksh.
5. Note calculation_basis, purchase_type, purchase_rate are again marked as mandatory.
