Symptoms

When creating RTV in SOCS for items that have no entries in SUPPLIER_ITEM_COUNTRY it is integrated to RMS (which also has no information mapped) and failing because no UNIT COST is found.

Customer is creating RTV in SOCS for items that have no entries in SUPPLIER_ITEM_COUNTRY, because of this when it is integrated to RMS (which also has no information mapped) it's failing because no UNIT COST is found.

Steps to Reproduce:
-------------------
1. Login to SOCS
2. Create RTV
3. Error integrating to RMS
