Need details regarding table SVC_OBLIGATION_UPLD_ERR

Table SVC_OBLIGATION_UPLD_ERR is existing in all environments but in target config file available in patch (19.3.023 post upgrade activity) this particular table is not present. Could you please let us know if this needs to be purged from the list of tables?
