Clearance Retail Does Not Get Updated in MFCS Tables ITEM_LOC and PRICE_HIST (Doc ID 3063583.1)

Goal

On: RPCS/RPM 19.3.023 version

A user is trying to enter a clearance group for the items. They are trying to take the items to 8.93, but are getting a conflict saying that the retail must always decrease. However, the retail in MFCS shows 14.99.

The MFCS does not reflect the correct retail and PRICE_HIST did not update correctly.
