Goal

Describe scenarios and answer related questions on how Programs' Cash Flow option "Link Forecast to Actuals" impacts Forecast curve.

Scenario A. Typical use of the Cash-flow page when "Link Forecast to Actuals" option is enabled on :

i.   Actuals are fed into Forecast until the Current date (with Integration to Actuals page and manually).
ii.  Forecast curve is frozen and mirroring Actuals curve until Current date and is editable for Future dates.
iii. Remaining Forecast keeps the Original values, it is the Total Forecast that is adapted.

Conclusion: This means that Past performance does not dictate the Future, OPC keeps the original estimate for the Future, which is a valid method.

Question.  Is it possible to change this method, meaning is there a setting for using the Remaining Forecast so that Total Forecast remains unchanged?

Scenario B.  From the moment Actuals are applied, the following occurs : 
i.   If zero (0) is entered on a specific period, Forecast is frozen until that same period and cannot be reverted if "Link Forecast to Actuals" is enabled.
ii   If actuals values are cleared out, Forecast is still frozen to zero (0).
iii  If "Link Forecast to Actuals" is unchecked and then enabled again, the Forecast remains frozen until that same period, as zero in the empty periods.

Conclusion.  The only permanent solution is to uncheck the "Link Forecast to Actuals", else if actuals are entered on a future period the Forecast curve will be worthless.

Question.  Is this the expected behavior, if so, is there any option to revert this behavior and still be able to use the "Link Forecast to Actuals" ?  Or from the moment actuals are cleared from a certain period the Forecast should be editable from that same period?
