Patch Application Fails Adding Custom Dimension: invalid custom dimension number (Doc ID 3064389.1)

Goal

Why is the Patch Application failing? The log shows:

Interface 'W_PDS_ORGANIZATION_D:PDS:HDM27:FRAN:FLEX17_CHAR_VALUE::custom_add' has invalid custom dimension number 'DIM2'.
Interface 'W_PDS_ORGANIZATION_D:PDS:HDM28:SPRO:FLEX19_CHAR_VALUE::custom_add' has invalid custom dimension number 'DIM3'.
Interface 'W_PDS_ORGANIZATION_D:PDS' has invalid custom entry. Customization of dimension '26' not allowed.
Interface 'W_PDS_ORGANIZATION_D:PDS' has invalid custom entry. Customization of dimension '27' not allowed.
Interface 'W_PDS_ORGANIZATION_D:PDS' has invalid custom entry. Customization of dimension '28' not allowed.
