Goal
When loading 10 records Currency Dates (ALL with effective date > vdate), 5 records have been loaded successfully in the table currency_rates and 5 records has failed with the error: "A currency may not exist without active exchange rates. Add a consolidation or operational exchange rate with an effective date equal or prior to today's date for the currency."
As per solution of the Bug (34841939), when consolidation ind = 'Y', if no type 'C' rate exists, require at least one type 'O' rate with effective date <= vdate.
The customer corrected the effective date to be lower than vdate and they succeeded to load the other ones 5 records.
But their question now is why the first 5 records have been loaded with effective date > vdate, why is this different behavior?
