Dimension File Upload Fails With 'File already exist' When File Is Not Found in the User Interface

Symptoms
In Data Management Tools > Data File Administration > File upload and download, you cannot upload the dimension input file input_stg_dimensions_b_intf.dat. When you attempt to upload the file, the following error occurs:
Upload Status: Failed
File already exist
If you search for the file in File upload and download, you cannot find the file.
Additionally, if you select the "Overwrite" option and attempt to upload the file, you get the following error:
Upload Status: Failed
File already exist. Error in deleting old file.
As a result of this issue, you cannot load dimension members needed for processing.
