Cost Changes Are Created With Incorrect User (Doc ID 3066960.1)

Symptoms

Customer is using the "Manage Cost Change" rest service to create the cost changes; They have created the separate client credentials for this ReST service to keep track of which user has created the cost changes.

However, it has been observed that the cost changes from the ReST service are getting created with wrong user for few of the cost changes in the same rest call, it is becoming very difficult to identify which cost changes are created by the ReST service.
