Symptoms

 You are currently unable to access the REIM, RESA or Pricing applications. No application will load, and users received errors during use just before applications went down

 Error:
could not create pool connection for datasource 'RetailPlatformDBDS'
the DBMS driver exception was: ORA-28000 the account is locked

Steps to Reproduce
1. Attempt to access applications
2. Applications will not load
