MFP Patch Failing In Dev (Doc ID 3067935.1)

Symptoms

MFP Patch is failing in non-production environment.

From the log files, it appears the batch fails while loading GA / Custom batch control files for IPOCS. Since patch is in failed status all the OAT tasks are failing with an error "A previous 'patch' operation is either still in progress or has failed".

Unable to perform any maintenance on Dev MFP/AP.
