Sandbox - After The Cleanup Of BCE Data, Reprocessing Does Not Load The Data Into The BCE Table (Doc ID 3067960.1)

This issue is reference to the SR 3-39100494511 : SBX - Beginning of the Day BCE failed with SQL Error

As per the SR, cleanup is completed by oracle and mentioned to run the process for Feb20 to Feb29.

Below is the agreed approach.
For Feb 20 - Feb 29, we will just run Beginning of the Day BCE Job and BCE.
For Mar 1 - beginning of the day BCE job, BCE, and full backflow.
For Mar 2 - when we run beginning of the day job, it will not fail and we can do our full E2E FF and BF.

Issue description:
We have performed the Re-processing from Feb 20th onwards and LCB triggered the process run by placing the trigger and completed the runs till Feb 23rd. All the mentioned process are completed.
Observed that, data is not loaded in BCE and the respective log shows 0 records. PPN_DECOMPOSED_FAH_JOURNALS not have any data for Feb 20th to Feb 23rd.
