The 'Add' Button In Cost Zone Under The Cost Level Location Is Disabled. (Doc ID 3068261.1)

Goal

Under the 'Cost Zone Groups' section, selecting "Cost Level - Location", the customer is not able to add the cost zone. The 'Add' button is disabled.

Steps to reproduce the issue:
1. Navigate to "Foundation Data -> Expense Foundation -> Cost Zones"
2. Under the "Cost Zone Groups" section, select "Cost Level - Location". Then click on Actions in the "Cost Zones" section and we can see the button Add is disabled (grey out).
