Symptoms

DBMS_AUDIT_MGMT.IS_CLEANUP_INITIALIZED returns TRUE even though DBMS_AUDIT_MGMT.INIT_CLEANUP has not been executed for the following audit types:

 -AUDIT_TRAIL_OS
 -AUDIT_TRAIL_XML
 -AUDIT_TRAIL_FILES
