Fusion SCM INV: Inventory Transactions Remain In The INV_ONHAND_QUANTITIES_DETAIL Table Causing Manage Item Quantities To Show On Hand As 0 (Zero) Instead Of Showing "No Results found"

Symptoms
When viewing the Manage Item Quantities UI for two particular Items, it shows the Items having On Hand = 0 quantity.
However, the expectation is that if there are no quantities for the Item, the Manage Item Quantities UI should show the message "No results found" instead.
The behavior can be reproduced as follows:
1. Log into Fusion Client UI
2. Navigate to the Manage Item Quantities UI and query for the two Items:
ItemNumberA
ItemNumberB
3. Check View Item Availability, it shows the following:
Total On Hand: 0
Available to Transact: 0
Available to Reserve: 0
