Symptoms
When attempting to run RPM_PURGE_ITEMLOC_PAYLOAD_CC_JOB, the following error occurs:

Error ORA-02292: integrity constraint (RMS01.OCE_RPO_FK) violated - child record found returned by program unit RPM_ITEM_LOC_DELETION_SQL.DELETE_PROMOTIONS.
STEPS

The issue can be reproduced at will with the following steps:
1. run RPM_PURGE_ITEMLOC_PAYLOAD_CC_JOB
2. observe error
