DcsUDA message in error when UDA value is deleted in MFCS
Two messages in MPS_STAGED_MESSAGE for DcsUDA failed with the below error message.
After deleting a UDA Value in MFCS for an existing UDA, a message is sent to MPS Staged Message without a value description since this isn't held in the ICL_RMS_UDA_ITEM_LOV table.
It seems as if deleting UDA Values via direct DB integration isn't supported.

"Caused by: oracle.retail.sim.common.core.SimServerException: Error executing statement. SQLIntegrityConstraintViolationException(1400): ORA-01400: cannot insert NULL into ("SIM01"."UDA_LOV"."DESCRIPTION")"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have existing UDA & values attached in MFCS;
2. Delete one UDA_VALUE for that UDA in MFCS;
3. SIOCS receives the message in MPS_STAGED_MESSAGE but fails.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the UDAs will not be aligned between MFCS and SIOCS.
