UNLIMITED_IND Is Not Populating As Expected

Symptoms
On : 19.3 version, Pricing - Promotions
When RPM_PROMO_OFFER_REWARD.QTY_TO_DISC is null, you observe RPM_PROMO_OFFER_REWARD.UNLIMITED_IND is also null.
This should get populated as 1 when qty_to_disc is null and as 0 when qty_to_disc is not null.
The issue can be reproduced at will with the following steps:
1. create buy/get promotion
2. Buy item as Quantity of 2 of an item x,
3. Get item y with apply discount as null
4. Reward List as Fixed Price .
5. Attach a location and approve the promotion
