Transfer Not Being Published To MERCHAPI_EXT_TRANSFER Table If Shipped At Same Time (Doc ID 3070777.1)

Symptoms

If the transfer is created in the UI and then submitted, approved and shipped at the same time, then it is not published to the MERCHAPI_EXT_TRANSFER table.

Steps To Reproduce:

1. Navigate to the Create Transfer Screen and create a new transfer.
2. Enter the header level details.
3. Then enter the items details and qty and click save and close.
4. On the Transfer Header screen now submit the Transfer.
5. Then Approve the transfer.
6. Now ship the Transfer.
7. Click save and close.
8. Run the MERCHAPI_DELTA_EXT_TRANSFER_ADHOC_PROCESS job.
9. Notice that the transfer is not visible on the MERCHAPI_EXT_TRANSFER table.
