Symptoms
On: RPCS/RPM 24.0.201.2 version
The users configured CFAs at RPM_PROMO_OFFER level, and a custom spreadsheet to mass update those values. While the Action=Update works as expected, the Action=New is not creating new records on RPM_PROMO_OFFER_CFA_EXT table.
Steps to Reproduce
-----------------------
1. Setup RPM_PROMO_OFFER CFA and a custom upload spreadsheet
2. Create a simple Promotion/Offer
3. Upload ODS sheet with Action=Create and observe it is not getting recorded on RPM_PROMO_OFFER_CFA_EXT.
What is Working
-----------------------
Action=Update works once the record exists in the table.
