Fusion SCM INV: SupplyRequest REST API Calls Into Fusion For SCO (Supply Chain Orchestration) Are Intermittently Not Creating Orders

Symptoms
When using a Middleware to send REST Service calls into into Fusion environment to create SCO Supply Requests, with this URI:
/fscmRestApi/resources/11.13.18.05/supplyRequests
This should create a Supply Request in Fusion side, which should show up in the Inventory Management > Supply Orchesetration > Manage Supply Lines page
There are occassions when, there are many requests sent from the Middleware to Fusion for this supplyRequests REST API call on a daily basis, there are 2000+ orders in a short period of time, and sometimes some of the request are sent to Fusion, get a response back from Fusion without any errors, but do not actually end up having any Supply Request created on the Fusion side.
These REST calls are submitted daily, but the actual occurrence of them not getting created as SCO records in Fusion doesn't happen every day; it may not happen for another 2-3 weeks. Resending the same request payload again afterwards works fine.
