Merchandise Invoice Deletion From Screen Is Validating IM_RESOLUTION_ACTION (Doc ID 3072628.1)

Symptoms

Merchandise invoice deletion from screen is validating im_resolution_action

User wants to delete certain Merchandise invoices (which are in Unresolved match status and no receipt) from document maintenance screen and seeing this error
"Merchandise Invoice(s) cannot be deleted because they have resolution action pending".

There is entry present in im_resolution_action for this document which was tax discrepancy and already resolved.

Is this the correct validation and how to delete such documents from screen.
