Symptoms
When testing various processing of activities, an error occurs that is difficult to understand.
Error: Include First Interval Measurement Parameter must be provided
Please note the error occurs under specific circumstances of a test case and does not indicate a software defect. However, we are documenting it here in case it is encountered again to help users understand the pieces which may contribute to generating this error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Check "D1-CHKMSRMT" algorithm parameters to ensure "Skip Checking Interval Measurements" parameter is set to "false".
2. Note the head end system (or test head end system) in this environment is not set up to provide measurements for interval measuring components via activities.
3. Create Cut for Non Pay for SP or another Orchestrator activity for a SP using a Device with both scalar and interval measuring components. Note: Because this is a test scenario, the Orchestrator activity was created manually via the Activity portal and not via a Severance process or Field Activity related to Start/Stop of service.
4. Child activities and communications will be created. As needed, transition the Remote Disconnect activity by providing all necessary completion information, and providing measurement data for the scalar Measuring Component (usually via Communication response from the Head-End System)
5. When the parent Orchestrator activity tries to transition for completion, it gets the error "Include First Interval Measurement Parameter must be provided"
