When Generating an OAuth Token for the Oracle Primavera Cloud Service (OPC) REST API a 401 Error Occurs (Doc ID 3072783.1)

Symptoms

When attempting to generate an OAuth token for OPC, the following error occurs.

ERROR

401 Unauthorized

STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1. Create a user that can access Primavera Oracle Cloud (OPC) web
2. Configure the user permission in OPC as an application administrator
3. In OPC web, modify the security to allow API and Gateway access
3. Attempt to generate the OAuth Token using the primediscovery URL e.g. https://primavera-eu1.oraclecloud.com/primediscovery/apitoken/request?scope=http://primavera-eu1.oraclecloud.com/api
