Error in Advance Delete Item Up Charges
When using the Advance Delete in the Item Up Charges when selecting Country the UI gives out the following error

"The value must be a number."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the Item Up Charges Screen via Manage Item
2. Press the "Advance Delete" button
3. From Group Type choose Country
4. In the "From Group" choose any country and you will get the following error "The value must be a number."
