HCM-WACS Accelerator NewHire Sync Flow Not Working Due To 'County is missing' Error (Doc ID 3073341.1)

Goal

In the Oracle Human Capital Management (HCM) Cloud Integration to Oracle Utilities Work and Asset Cloud Service (WACS) (HCM-WACS) integration NewHire flow, HCM is sending country as part of the address to OIC but OIC doesn't have any address mapping, so it is not able to pass it to WACS.  Therefore, the new employee is not getting created in WACS and generates an error on the inbound WACS message stating, 'County is missing.'
