Symptoms

ACTUAL BEHAVIOR
---------------
User Summary Report Shows Inconsistent Information for the same user.
Most notably, User Groups aren't listed in the report.

EXPECTED BEHAVIOR
-----------------------
User report would be consistent.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. OPC user X prints a User Summary Report for a user.
2. OPC user Y prints a User Summary Report for the same user as in step 1.
3. Both user X and Y receive different outputs for the same User Summary Report.
