Clearance Rest Service Returns Status 200 On Failed Integration (Doc ID 3073856.1)

Goal

When LPO invokes the REST service to CP (approving recommendations), the service is returning a STATUS 200 OK, even if one of the required fields is missing (just using markdown number as an example here).
This is causing issues with clearance creation in RPM.
