Goal

Unable to Manually Add Meter Reads

When testing our users were not able to manually add meter reads.   

Error:  User XXX is not Authorized to Change Business Object D1-ManualIMDScalar to status VERIFYDATES

This is of concern after application of patches for MDM component 2.3.0.2.0, 2.4.0.0.0, 2.5.0.0.0, 2.5.0.1.1 and versions 24B and higher in Cloud Environments.
