Transfer Management Service Erroring With FaultException Message Older Than Allowed MessageAge (Doc ID 3074222.1)

Goal

Transfer web service calls are failing. The timeout defined in the client-side .NET program is 10 minutes. Errors being encountered include:

1. Message older than allowed MessageAge
2. Message Expires time has passed
3. The HTTP request to 'https://<customer host>/TransferManagementBean/TransferManagementService?WSDL' has exceeded the allotted timeout of 00:10:00
