Item Price Record Not Created In SIOCS For Items In Status Q When Item Ranged To Store In MFCS (Doc ID 3074780.1)

Symptoms

ACTUAL BEHAVIOR
---------------

When an item is ranged to SIOCS from Point of Sale with a status of Q, followed by Status change to A in MFCS, DcsItemLocation > DcsItemStoreReq message processing into SIOCS just sets the status from Q to A but does not create a price for the item in SIOCS.

EXPECTED BEHAVIOR
-----------------------

Expect the DcsItemLocation processing to also create a price for the item in SIOCS.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Data Setup:

1. Item 100285013 exists in SIOCS and MFCS in SIOCS in Status A but not ranged to any store location.
2. Allow Non Ranged Items system configuration set to True

Steps:

1. Integrate a Sale Transaction from Xstore via PosTransactionWS to SIOCS for Item 100285013 Qty = 1 in Store 1111
2. Transaction processed in SIOCS and Item 100285013 is ranged to store 1111 in status Q
3. Stop DCS Work Type [ItemLocation] , MPS Work Type [DcsItemLocation} to capture the data from integration staging tables
4. Range the item to location 1111 in MFCS
5. Capture data published from MFCS
6. Turn on Item Location DCS Work Type and Capture data from SIOCS Staging table
7. Turn on DcsItemLocation MPS Work Type
8. Status Changed to A in STORE_ITEM table

No Price Record inserted into ITEM_PRICE table.
