After RICS - BDI(19.3.023.3) External Fork Does Not Put Data In BDI_EXT_APP If OCDS Is Not Skipped? (Doc ID 3075647.1)

Symptoms

On : 19.3 version, BDI

After RICS - BDI(19.3.023.3) External fork does not put data in BDI_EXT_APP if OCDS is not skipped?

After applying BDI: 19.3.023.3 the relating to the BDI Hybrid pricing jobs for Price Change and Clearance we have found that if the OCDS skip indicator is NOT ticked the EXTERNAL fork does not write to the BDI_EXT_APP tables. Only when ticking the skip on OCDS does the EXTERNAL fork work ok, with NO skip options ticked SIM works ok but not EXTERNAL . The patching unticks any skips so it would have to be reapplied post any patching. We do not think skipping a separate fork should impact another fork.

STEPS

The issue can be reproduced at will with the following steps:

1. After RICS/BDI: 19.3.023.3 hotfix upgrade, notice that hybrid process flow configuration "( OCDS/SIM/EXTERNAL) " none is skipped.
2. Run the jobs and notice that data extracted only for SIM application. External is not populated BDI_EXT_APP table.
3. Update OCDS 'skip' option selected. Now notice that it extracted to both SIM and External.
