Transfer Shipment Using 'USE DOCUMENT' Is Not Permitted Using Inactive Item In The Recieving Store (Doc ID 3075725.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Transfer shipment using 'USE DOCUMENT' is not permitted using Inactive item in the receiving store but if 'Add Items' is selected it allows to add the items

EXPECTED BEHAVIOR
-----------------------
Transfer shipment using 'Add Items' also should not allow to create the transfer shipment when item is inactive in destination same should come as 'USE DOCUMENT'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a RMS initiated transfer using bulk upload process
2. Use Inactive Item in the TO location
3. In SOCS, perform Transfer Shipment
4. After selecting the USE DOCUMENT, a warning message is displayed with “Item is Inactive at the destination location and cannot be added (Attached error message)
5. However, if 'Add Items' is selected it allows to add the items, complete the shipments and receiving store can receive the items.
Pre-Requisite : Transfer Creation from RMS via Bulk Upload.
