Symptoms
Promo download does not create list of values for Template field in the Offers Worksheet
When downloading a blank template or a current promotion, there is no LOV for the template field
Steps to Reproduce:

a)
Download a blank Promotions template from Data Loading / Download Blank Template, check by clicking on the Template field in the Offers Worksheet, there is no LOV created
b)
1) Go to the promo menu at PCS
2) Select a promotion to be downloaded
3) Select a promotion and download it
4) Go to download screen and download the file.
5) Verify that the file generated in the Offers Worksheet, the field template is without list of values.
