ORA-06531 When Shipping RTV Via ReST API (Header Level Shipment) (Doc ID 3077605.1)

Symptoms

On: MFCS/RMS 24.1.301.3.4 version

When trying to ship a previously created RTV via "Manage Returns to Vendor" REST API, an error is thrown.

It happens when only the header information is provided in the message. When you provide item level information, shipment works fine.

Header level shipment should work according to MFCS documentation: "To update an RTV, you can send either only the header information or both header and detail level information. The most common update is to ship a previously created RTV. While updating an approved or in-progress RTV to the Shipped status, if only the header information is provided, then the requested quantity of all the items that are present in the approved RTV will be shipped"

Steps to Reproduce
-----------------------
1. Create a RTV document in Approved status
2. Try to ship the RTV via ReST API only providing header level information.
Expected result: RTV is shipped in MFCS
Actual result: fails with ORA-06531: Reference to uninitialized collection
