Symptoms

 Customer reports they cannot send more than 100 emails in a day or mails larger than 2MB, receiving the errors "ORA-29278: SMTP transient error:Maximum messages sent per day reached : limit is 100" or "ORA-29279: SMTP permanent error: exceeds byte limit"
