Symptoms

ACTUAL BEHAVIOR
---------------

Users are not receiving an email when a Business Process (BP) record reaches the end step. The BP Setup has the option "Record Workflow Complete: System Default" selected, and the Workflow Setup has the option "Allow CC" selected to Preassigned and Allow Add CC and is populated by a specific group. The end users who should be receiving the email notifications are members of the group, and they do have Record Workflow Complete option checked in their email preferences.

EXPECTED BEHAVIOR

The users that are members of the group listed in the "Preassigned and Allow Add Cc" option in workflow setup should be receiving an email when the BP records reach the end step.
