If Raw Sales Is Zero, the Preprocess Sales Override Is Not Honored (Doc ID 3081224.1)

Symptoms

When adding user overrides in RPAS at the SKU, Store, Week, in all adjustments where the raw sales are zero, the preprocessed sales are not taking the overrides and keep the zero value coming from the raw sales.

The adjustments are being exported correctly in RDF_FCST_PARM_CAL_EXP. But, RSE_FCST_DEMAND_SRC_EXP has no records where the raw sales are originally zero.

The adjustments were added on Friday and that the validation was after a full weekly batch.
